NEGREIRA CASE: THE BIGGEST CORRUPTION SCANDAL IN FOOTBALL HISTORY. 🧵 Long thread 1/n Who is Negreira? Jose Maria Enriquez Negreira was a former referee who officiated matches in Laliga and some European matches from the 1979 season to 1992. He then held the position of vice President of Spain’s Referees Committee (CTA) from 1994–2018. What is CTA? Technical Committee of Referees is the body responsible for designating matches or promoting referees, assistant referees, match delegates etc. So vice president of CTA have all the power to rate referees and promote or demote them based on how they want. What happened? For nearly two decades, FC Barcelona paid companies owned by Negreira and his son over €8 million. The proof of payments are so solid that both Negreira or Barca never denied the fact about payments. More details: In 2018, when the club stopped paying, Negreira sent a burofax (Spain’s registered legal letter) threatening to expose irregularities. He warned he would cause “a scandal” by revealing everything he had witnessed first-hand unless payments resumed.

The Premier League does not need City & the UK does not need the UAE's money. Neither is big enough to justify bending on the punishment coming down. Every year the PL generates over £10 billion in economic output, is projected to add £33bn over the next three seasons & will pay roughly £4.4bn in tax. Three years of the Premier League alone exceeds the UAE's entire total commitment to the UK. Broadcast, matchday, commercial & tourism dwarf anything City contribute & it is not close. £20-30bn from the UAE is about 1-1.5% of the UK’s £2.1 trillion foreign investment. That's barely a higher rate than Lord Pannick's against the Independent Commission. Don’t forget who needs who. The UAE needed City as a sportswashing vehicle. They need the Premier League & the UK, far more than either needs them.

Barca-Negreira: the logic of systemic corruption. Imagine you are a club president willing to cheat to win trophies and turn sporting success into money. Which route would you choose? A. Pay individual referees, match after match, involving more people, multiplying the risk of exposure and leaving numerous money trails. B. Buy influence at the top, through a refereeing official who can influence the careers of those below him. Of course option B. The logic of option B is simple: if referees understand that favourable treatment of one club helps their careers, the incentive is already there. Better appointments, promotions and higher earnings can become the rewards. Being overlooked or held back can become the punishment. For example, base salary of Laliga referee is more than double of 2nd division and with each matches in first division they can make more and more money. With promotion to international status, even more. You do not need to pay every referee or issue an explicit instruction before every match. You need a system in which referees understand what behaviour gets rewarded. That is how systemic corruption works. A corrupt arrangement could fail to produce trophies and also a strong team could still have reasons to seek an improper advantage. And it takes a serious moral blind spot to treat millions in payments to the sitting VP of Spain’s refereeing committee as some trivial joke that can be explained away with word circus and mental gymnastics.
Between 1990 and 1999, Barça won 6 La Liga titles, 3 Copa del Reys and 6 Spanish Super Cups, a total of 15 domestic trophies in 10 years, by far the most during that period. Then, according to the accusations, the Negreira payments started in 2000 and for the next 9 seasons, from 2000 to 2008, Barça only won 2 La Liga titles and 2 Super Cups, with 0 Copa del Reys, just 4 domestic trophies in 9 years. The period when these payments started was actually one of the least successful domestic periods in modern Barça history.
