In Zero Mission they say that they can replicate Metroids using beta rays - Mother Brain and the Space Pirates were creating the technology to mass produce them artificially.
There is also some implication that only SR388 Metroids evolve in that chain 🪼🦖

I figure a Metroid won't fully develop into a Queen if there is another currently in that role in the hive/nest - Baby sees Samus as its mother and hence the 'queen' so it only evolves as far as Omega

Ridley is such the villain that is perfect for that 'pure, sadistic evil' trait.
