In 2008 and 2009, OPP Detective Sergeant Jim Van Allen headed the Ontario Provincial Police Criminal Profiling Unit during the hunt for an escalating sexual predator terrorizing communities in eastern Ontario.
Van Allen was personally involved in profiling the Orleans break-in series that began in 2008, and the September 2009 sexual assaults in Tweed that would later be attributed to RCAF Colonel Russell Williams. Long before Williams committed his first murder, Van Allen assessed the then-unknown offender as increasingly aggressive and warned that he posed a growing danger of escalating to sexual assault.
