It appears that higher rough was indeed added inside the fence line on Nos. 1-2 at Medinah for the Presidents Cup. In the past that rough has been kept at a relatively low height (first photo below). This week, there looks to be an additional buffer (second photo), which will prevent balls from rolling out of bounds. Oof.
