Police say Montray McCray, a man with an arrest record going back more than a decade, beat 76-year-old Claudia Bismark to death on a Baltimore street and robbed her husband. Neighbors tracked him down, not the police.
Violent repeat offenders keep walking free, and innocent people keep paying for it. This sht has to be stopped.
