This is incorrect. The ICA clearly allows for this to occur. Congress has the ability to change the law, but given that we are $40 trillion in debt, it shouldn’t. The President should and does have the power and ability to curb fraud, waste, and abuse while achieving the legislative intent of appropriations at a lower dollar amount. Appropriations are a ceiling, not a floor. If the legislative intent can be achieved while saving tax payer dollars, a President should use Article II powers to that end. Presidents impounded funds to this end for 200 years before the ICA. The President absolutely should have the authority to both impound and use the ICA to do both pocket rescissions and rescissions. I pray these recorders audit their respective rolls starting today, and make all instances of illegal voter registrations known via public reports ASAP.
