This problem has existed for a very long time. I’ve been playing the game since the day you released it, and I already have 2,700 hours played. I’ve noticed that you haven’t fixed this issue in three years. Setting these values proportionally simply doesn’t make sense for countries on an extremely large scale. There is another issue with migration in the Qing. Han Chinese simply do not migrate, because their population is just too large. On top of that, you’ve apparently set a population cap for each ethnic group, seemingly around 1 million. You’ve put a hard cap on the number of migrants, which directly causes the Han population to become so large that the migration value exceeds your migration cap. As a result, migration stops entirely, and Han migration basically never occurs.

The values you set for some highly populous countries are absolutely ridiculous and laughable. Yes, I’m talking about China. Maybe you’re setting these values proportionally to the size of the country. For example, with the so-called political promises, you promise to build a certain number of staple crop buildings in exchange for not opposing a law. For other countries, the required number might be 200 or 300 buildings. But when playing as the Qing, it suddenly asks me to build 2,000 staple crop buildings. What the hell? How is that even possible? If other countries compromise with the military and promise to expand their military projection to 2,000 points, the Qing somehow has to expand it to 30,000 points. What kind of ridiculous number is that? And then there are the political promises to the intelligentsia. It expects me to build 800 universities. How the hell am I supposed to do that? Setting these values proportionally may work for smaller countries, but it is completely unreasonable for a country with the sheer scale of the Qing. Who is ever going to build 800 universities? Because of these absurdly inflated numbers, Qing players are practically guaranteed to break these promises. There is simply no realistic way to fulfill them. You really need to adjust these values specifically for the Qing. These numbers are completely out of proportion and need to be changed.
