Since November 2025, our Secretary for International Affairs, Comrade Samuel Makokha, has been held in state custody under the absurd charge of "Misprision of Treason." The state alleges he committed a crime by failing to report Dr. Kizza Besigye to the authorities. Our Executive Chairman, Counsel Erias Lukwago, faces similar trumped-up charges, proving that the regime is systematically using legal gymnastics to intimidate and paralyze the opposition. To highlight the institutional control of these proceedings, Justice Emmanuel Baguma, who is handling Dr. Besigye's case, was also been assigned to handle Samuel's case. 302 days later, Samuel remains in legal limbo as Baguma still holds his case file and never set a hearing date. This demonstrates how tightly orchestrated this judicial persecution game is. While the state plays these embarrassing political games, a family endures immense financial and emotional hardship. As his household’s sole breadwinner, Sam’s forced absence is deeply felt. Thankfully, his loved ones stand firm knowing he is not a criminal, but a prisoner of conscience. We call upon the Ugandan judiciary to stop acting as an instrument of state oppression. If there is a legitimate case to answer, which basic logic and the law prove there is not, give Samuel Makokha, Counsel Erias Lukwago and all political prisoners a speedy, fair and transparent trial immediately. The state’s frame-up continues to crumble under its own contradictions. VJ Orlando himself confirmed on record that he was on the Ugandan government payroll and that Kenyan operatives planted the two pistols in the Riverside hotel room as part of a manufactured setup to abduct our leaders. His claims of "escaping" police and return to retrieve audio recordings while failing to produce video evidence that would expose the true faces behind the abduction expose the entire political hit job. Following a rapid and severe deterioration in his health condition, Dr. Kizza Besigye was on Friday night moved from Luzira Maximum Security Prison to the Joint Clinical Research Centre (JCRC) Hospital. He remains in an extremely frail state, requiring specialized care that prison facilities cannot provide. Today, our Executive Chairman, Counsel Erias Lukwago has abruptly been rushed out of Murchison Bay Prison to a medical facility after his health critically worsened. We are currently verifying his exact location and medical status. The state and judiciary have continually ignored urgent, evidence-backed medical bail applications highlighting advanced age and life-threatening medical conditions. On June 10th, we submitted a formal petition to the Judicial Service Commission regarding the conduct and glaring partiality of Justice Baguma Emmanuel in the handling of the case against our leaders, Dr. Kizza Besigye and Hajji Obeid Lutale. Unsurprisingly, the Chairman of the JSC, Justice Douglas Singiza, the very judge infamous for dismissing the habeas corpus application for our leaders has written back, dismissing our petition on the grounds that it "did not meet admissibility criteria." This conflict of interest and institutional protectionism perfectly illustrates the reality of a justice system trapped under state capture. Systemic misconduct and judicial bias are routinely sanitized behind procedural jargon and selective regulations. With the head of the body mandated to discipline errant judges is himself a key actor in orchestrating decisions against our leaders, our confidence in the rule of law is completely erased. ​We will not be deterred by technical dismissals or compromised oversight bodies. Exactly 365 days ago, Sam Mugumya was illegally abducted by armed regime operatives in Mbarara. When a writ of habeas corpus was filed, every single security agency denied holding him. This cowardly pattern of enforced disappearances has become the defining modus operandi of a regime desperate to silence political dissent. ​Months after his abduction, horrifying footage exposed the brutal truth of Sam being crippled by severe torture while in custody. ​Forty years ago, this regime went to the Luweero bushes under the pretense of fighting tyranny and restoring human dignity. The People’s Front for Freedom strongly condemns the continued harassment, unlawful confinement and blatant disregard for human dignity demonstrated by state in the ongoing mistreatment of Dr. Kizza Besigye. Dr. Besigye has been forcibly removed from medical oversight, wrapped up and hauled into detention cells while in an extreme state of physical debilitation. His caregivers have been chased away from Luzira Staff Hospital, this marks a grave escalation in this political persecution. Dr. Besigye is currently in a critical condition where he cannot walk, speak or hold objects. Placing an individual in such severe physical distress into detention cells is reckless, cruel and violates basic human rights standards. The state’s deliberate action to dismiss and chase away his primary caregivers, leaving him completely unassisted and without essential care, amounts to deliberate negligence and psychological torture. Denying a critically incapacitated citizen access to specialized care, legal counsel and personal support is a direct violation of constitutional protections and international conventions on human rights. The regime must take full responsibility for Dr. Besigye’s health, safety and physical well-being while under state custody. The state’s desperation to execute a predetermined political trial while completely disregarding human rights, basic decency and the rule of law keeps on being exposed. Prisons Officer Hiire claimed under oath that Dr. Besigye declined to attend court via Zoom, a lie aimed at covering up his critical condition. Official medical reports from Luzira Prison staff confirm that Dr. Besigye is currently unable to speak, write, follow proceedings or communicate with his legal team. Despite clear medical evidence showing an incapacitated defendant, Mr. Baguma insisted the trial proceed, hiding behind the guise of the "interest of justice." A trial where medical reports are concealed, witnesses fabricate accounts under oath and an incapacitated political prisoner cannot follow court proceedings is not justice but state-sponsored persecution.
