Because Off~Payroll Umbrella workers have to pay Employers NICs from the daily rate in addition to their Employees NICs & Income Tax. A 2% rise in Employers NICs translates into a 2% reduction in take home pay.
There are hundreds of thousands of such workers.
Quite how you expect that to be achieved is beyond me. It might create pressure to limit future wage rises but how does it create lower wages?

I hadn't realised the Labour Government had also set up a Ministry for Silly Letters until it wrote to me today telling me how I didn't qualify for a Winter Fuel Allowance this year. No wonder there is a black hole in the public finances.
