The thing harming kids was never "access." It's the design: infinite scroll, autoplay, and a feed engineered to keep you there as long as humanly possible. Block under-15s and all of that still exists for everyone else, it's just that 13-15s get it rationed to an hour.

Zuck would rather help build a continent's worth of ID infrastructure before touching the addictive algorithm. The idea of banning VPNs is another brilliant one. For me, it would be roughly equivalent to cutting off my access to my workplace. For someone working in IT security, a VPN isn’t a way to access TikTok. It’s a tool.

The internet is learning to ask a new question: Prove your age. The EU says age verification can protect children without revealing a user's identity. Good. But the bigger precedent deserves scrutiny: Access to the internet is becoming conditional on proving something about yourself first. Today, age. Tomorrow, what? The infrastructure of permission usually arrives before the expansion of permission.
