This is spot on; Instagram is tying continued use to blanket data-collection consent (activity, device info, contacts, precise location, and cross-Meta sharing).
Reminder: this happens at the account level, so no tool can undo it once you accept and log in. But you can control what leaves your device before that point.

Instagram launches forced Data Collection to use their app
