$QUBIC Quorum Governance Proposals
4. Proposal in Epoch 231
Fund Qubic Core — Base Services Reserve
👤 Author: qubic
🚀 Core objectives
Secure a 15-month base-services runway (Oct 2026–Dec 2027) for Qubic Core Technology by sending 190 billion QUBIC to a designated identity. The aim is a sustainable finance structure with predictable spending that survives market volatility, guaranteeing that public apps and core infrastructure stay online even under adverse funding conditions.
⚙️ Technical implementation
Funds cover only running services:
wallet.qubic.org (web + mobile), public RPC/API (
rpc.qubic.org), the Archiver, basic test net and test nodes, tiny tools, domains and hosting, DDoS protection, Google Workspace e-mail, monitoring/alerting, and minimum engineer time for critical fixes. Core team, integration, active testing, client/frontend development, management, BD, and incubation are excluded and funded separately.
💡 Innovative approach
A separate "base services" proposal creates a minimum baseline independent of the normal quarterly operational proposals, de-risking protocol continuity as the CCF treasury approaches its lower operating range. If only this proposal passes, user-facing apps and RPC/API keep running for 15 months while active development pauses; if both pass, they combine into full-team operations.
💰 Economic aspects
Monthly base cost is ~$5,000 (~$3,000 infrastructure, ~$2,000 maintenance), totaling ~$75,000 over 15 months at a 400 USD/bln valuation, with ~$1,000 (~1% buffer) headroom. The 190B QU request is ~23% of the current ~828.5B QU CCF balance, leaving ample headroom for the companion Q4 operational proposal and other ecosystem needs.
🌍 Expected impacts
Guarantees the public apps (Explorer, Wallet, Proposals, Docs), RPC/API, long-time archive, and basic test-net infrastructure remain available. Funds sit in the QCT treasury, drawn down monthly, with unspent QU rolling forward or returning to CCF. Base-services spend is tagged in monthly QCT financial reports,
@j0et0m receives and reports funds, and independent community access to invoices and transaction history is preserved.
