RGB is the one here. Utexo is rolling out native USDT on Bitcoin via the RGB protocol (client-side validation, anchored to BTC UTXOs) with Lightning for instant private transfers and USDT-denominated fees.
Taproot Assets is a separate Lightning Labs protocol that also supports USDT-style assets, but this "coming home" push with Paolo and Utexo is specifically RGB. Built on Bitcoin (BOB) is unrelated.

Rust's package manager, Cargo, skips "-rc" versions unless they are requested by their exact name.
RGB's core libraries have now dropped the "-rc" suffix, so a simple 0.11.1 version request works.
