In February of 1991, the United States and Soviet Union signed an agreement that NATO will not move an inch to the East. In return, Soviet Union was to allow the reunification of Eastern and Western Germany. Also in the agreement, Germany was to vow to never rearm herself. In December of 1991, Soviet Union collapsed and this lead to reunification of Germany. In 1992, the United States broke the agreement by arming Germany and expanding NATO to the East. Russia asked NATO to stop expanding but United States never listened. By 2004, 10 countries from Eastern Europe had joined NATO and the United States was pushing for more. In 2008, Russia attacked Georgia so as to warn NATO not to further expand. In 2014, the United States pressured Ukraine to join NATO and this pushed Russia to respond by invading Ukraine and annexed Crimea. That's where this war begun.

He is referring to a memorandum of discussions where the phrase was used. However this never made it into any agreement, was never signed.
Further the original sentiment only referred to East Germany, never to states behind the Iron Curtain.
