AST has had an MoU with TIM Brazil since 2023. We also know that AST was part of a regulatory Sandbox with TIM and Claro. This however is the first sign of AST and TIMs continued relationship in a couple of years. It's a sign of a more mature partnership.

AST can't rely on Low Band and S Band alone. They need to have flexibility across all 3GPP spectrum bands. This regulatory filing will help that. For example, in Australia, it's very difficult to utilize low band due to interference concerns with the ASKAP telescope.

Flashback: In January 2026, $ASTS initially requested the FCC to approve international testing in Canada using Bell's IMT spectrum. The original request included a narrative, a consent letter and a copy of Bells IMT license.

The second license granted was Telus. Interestingly, the same spectrum allocation, number of stations, etc are listed. The testing period is almost identical. To me, it appears they are using a similar model as the US with AT&T and Verizon.

On Friday, the FCC issued a waiver to allow unmanned aircraft sysyems (UAS) to allow Cellular communications between radio stations and drones. This is in response to the DOT's initiative to test and characterize UAVs in both terrestrial and NTN domains.

One initial stakeholder appears to be L3 Harris. They recently filed a license request on the FCC ELS.
From the request, it appears they plan to test a T-Mobile device using SpaceX constellation via SCS.

$ASTS - As you may be aware, I previously broke the news of Anatel authorizing 10 MHz S-Band rights. I did mention a few other activities were happening in Brazil. It looks like there was some very promising news on #2 below.
It appears AST was approved a Space Station License
While I'm on the topic of Brazil, there has been 4 ongoing activities between AST and ANATEL:
1. S-Band rights (Previous post)
2. Authorization to operate a NGSO constellation. (Ongoing)
3. Regulatory Sandbox with Claro and TIM (Ongoing)
4. Coordination with regards to WRC-27

The license is not yet official yet. There is about a R$26000 to obtain it. This is the cost of all NGSO Station licenses in Brazil. AST has already paid the R$102K fee for the Satellite Landing Right when it was authorized the S Band spectrum.

For the different constellation sizes, EIRP backoff spanned from 2.7 dB to 16.7 dB. These are the type of studies which WRC-27 are performing, but across many satellite systems and services. For 3GPP, it's simply a small subset of the work being done by the ITU.
