Sri Lanka’s High Court has convicted 15 of 24 accused in the Easter bombings case and acquitted 9. This verdict is an important judicial development but it is not enough. Earlier this year, we called for a full investigation into the failures preceding the attacks, accountability wherever the evidence leads and answers for victims and families. The N in NGO stands for NON-governmental. SLC opposes Sri Lanka’s proposed updates to the NGO Bill 2026, which would require NGOs to “align with the policies of the Government”. Freedom of association is a fundamental right: people must be able to form, join and participate in groups without undue government interference. This Bill risks undermining that freedom through mandatory registration, intrusive monitoring, vague restrictions and broad powers to suspend NGOs. Sri Lanka needs independent civil society - not government-approved civil society.

Black July remains one of the darkest chapters in Sri Lanka’s post-independence history. Every year, SLC commemorates July 1983, when the Sri Lankan state committed a 7-day anti-Tamil pogrom, killing around 3,000 Tamil civilians and injuring, raping, and forcibly displacing thousands more. “There remain serious and unresolved allegations of widespread sexual abuse of children by Sri Lankan personnel during previous deployments in Haiti. Sri Lanka’s authorities, along with the GSF leadership, the states part of the Standing Group of Partners, and the UN must be absolutely transparent about how the screening process for this latest deployment has been carried out, what further safeguarding measures have been put in place, and what accountability mechanisms have been established to address any potential new allegations against Sri Lankan and all other deployed forces.   Senior Sri Lankan military officers suspected of war crimes, crimes against humanity and other international crimes should be excluded from participating in any vetting processes. In Haiti and beyond, the ongoing lack of accountability for sexual abuse allegations against UN and other peacekeeping forces is lamentable.
