More than 70% of Indians have never seen an SIR in motion before this one. So, naturally, what is supposed to be a routine exercise looks suspicious, unusual, and unnecessary. Abhi tak to nahin hota tha.
Exactly why it should happen regularly. A routine skipped for so long will arouse suspicion.
The same may happen with the Census, because the plan is to collect more data, and many will wonder whether it's counting or another conspiracy.
