Is there any evidence that works? You seem to think the bottleneck on that kids becoming productive members of society is "money and resources". The school had $50k per student spending. How much are we supposed to budget per "really bad kid". Why do you have any confidence that spending will actually make that kid a good kid, when all that money spent on education achieved nothing? And at what point to do you give up and say this kid is irredeemably bad and will always be a threat/drain to society. Do you ever reach that point or just ask for more "money and resources"? Not to mention, money and resources are limited. So you are taking them away from some other use. What trade off is worth pouring more money into a "really bad kid"? Less medical care for the elderly? Fewer scholarships for good kids? Roads? Clean air? If you want more money, where are you willing to cut?
