Banks says H-1Bs have been misused by corporations to bring in lower-cost foreign labor, and he wants to:
• Raise the H-1B wage floor
• End the Optional Practical Training program
• Replace the H-1B lottery with a system that awards visas to the highest bidders
• Make sure H-1Bs are used when qualified American workers aren't available
