Más densidad => más población residiendo en esas zonas. Que aún así puede seguir habiendo más gente que quiera residir en ellas? Sí. No todo el mundo puede vivir ahí por limitación física. Pero ahora puede vivir mucha más y vuestras leyes lo impiden. Si os parece bien que lo impidan, no veo la queja a que mucha gente no pueda vivir en zonas tensionadas.
