The term minarchism is usually used by right-wing free marketeers. By adding the qualifier "social", the left could steal it from the right, just as they stole the word libertarian from the left.

Also, I've never understood why this particular kind of politics never took off: like a moderate form of social anarchism that advocates a nightwatchmen state instead of full statelessness. A middle way between anarchism and social democracy.
