Perhaps the over-the-top rhetoric is because they want Canada to come to the table before the midterms, so they can portray that as a win. It's not happening. Canada will return to negotiations only if the PM decides a deal is possible that protects Canadian sovereignty and would be in Canada's 'economic interest.
