The Prime Minister’s ambition for ‘good growth in every postcode’ is laudable. After a prolonged period of weak productivity growth and pressure on living standards, government needs an economic strategy that visibly improves prospects across the country. The Prime Minister has repeatedly used the phrase, most recently arguing that government should create ‘the conditions for good growth in every postcode’. This morning, the Chancellor described it as ‘not just a slogan, but a test that we have set ourselves’. But taken literally, growth in every postcode is the wrong test.
