This marks the next major legal window for the constitutional challenge against the PROG Act.
This indicates that the biggest potential trigger for RMG remains court driven rather than govt driven.
If the Court questions or sets legal boundaries on parts of the blanket prohibition the subsequent issues will involve skill, classification, GST etc
However under current law RMG prohibition remains fully in force.
The CCIs order dated September 8 also explicitly stated that online money games are prohibited under the Act without distinguishing between skill and chance, meaning there is currently no lawful Google Play or Ads market for them.
On September 21 the Uttarakhand High Court allowed petitioners whose bank accounts were frozen due to online gaming transactions to submit fresh representations to their respective banks.
This is not directly related about RMG.
But there is a crucial distinction to note that bank accounts frozen over online gaming related financial transactions are being examined through judicial scrutiny.
This means the courts are not treating every gaming linked financial transaction identically.
That being said this by no means implies that a lawful RMG market has been established. 2/1

The Supreme Courtโs May judgment discusses that skill characteristics of online and offline rummy or poker are identical
the judgment also includes a factual discussion noting that a fixed platform fee or commission can serve as an online platform's revenue model.
Consequently in the future if the Court evaluates models such as "skill game + platform fee + regulated competition" while adjudicating on the PROG Act's prohibition this earlier jurisprudential background could prove significant.
Next three days warrant close attention
Supreme Courtโs next listings commence on September 28 following which the October 6โ7 hearing draws nearer.
Those dates currently reflect on the official cause list.

-201 complaints related to online gaming had been received by then.
- OGAI was formally constituted through a Gazette notification on 22 April 2026.

Very interesting legal development is taking place.
The skill vs chance classification of "Andar Bahar" is being re examined in the Karnataka High Court, raising the possibility that the matter might be referred to a Larger Bench.
While this is not a direct path to the repeal of PROGA.
Interesting things is if independent judicial questions are raised regarding the legal classification of various games, it could lead to increased litigation in the future.....like fantasy, Opinion etc.
For RMG comeback convergence of three critical developments will be decisive.
