A small city that punches above its weight in nightlife & social scene thanks to its large university student population.
I'm too old for such things now, but a nice place to spend time if you're, say, under 25.

'Underrated' in the sense that folks seem to imagine it's much more dire than it actually is β infrastructure wise, it's no worse than a city like AsunciΓ³n, for instance.
But yes, much too expensive for what you get, scammers abound, isn't the safest.

I remember I was renting a two-bedroom apartment in Roma Sur for 8900MXN (about $515.00 USD)...hard to imagine nowadays!

A haze of 'Ron Cubay' and filterless 'Aroma' brand cigarettes, mostly. Hardly ate. Saw a pirate ghost hovering above my bed in the coastal city of CaibariΓ©n one night.
