no, you don't just force a 'killswitch'. you need to build a compliance into CISA and NIST framework, not to regulate or govern AI but to create a safeguard. This would be similar on how PCI compliance works with Cyber Insurance, standards and requirements to either rollback or restrict an AI model from going out of compliance or use, which you would call a 'killswitch'. I've been doing this stuff forever, I also have good policy writers and another CISA agent I can bring in to help develop the compliance requirements. You have my resume already, I've repeatedly told you to stop dragging your feet and just finish my background check.

So how do you start turning a nation around where its people flee from it? There are 2 dilemmas, USA public view and opinion, and making a foreign torn country prosperous so their citizens don't flee.

Can we tie Illegal Aliens to the draft? Also being Counted in the Census, and any welfare? I mean all Americans are in the draft, why aren't they if they want to be here?
If you are a illegal alien that is taking any form of welfare you need to be registered for the draft, if you want to be counted in the census you have to be registered for the draft just like all men need to be registered to vote. EVERY MALE has to be registered for the draft in this country to gain any tax payer benefit. (more as a fear/deterrent tactic than a actual policy right now)

🚨DHS and DOJ discover MASSIVE VOTER FRAUD:
Based on a preliminary review of the voter rolls in four states – California, New Jersey, Nevada, and Pennsylvania – the DHS has reported approximately 250,000 noncitizens enrolled to vote in American elections.
Based on that information from the DHS, it is currently estimated that at least 1.5 million noncitizens are currently enrolled to vote nationwide.
What’s more, a recent DOJ federal investigation involving New Jersey’s voter rolls found that 6.06% of the noncitizens enrolled in that review went on to actually vote.
Based on those figures from the DHS and the DOJ, it is currently estimated that *at least* 90,900 noncitizens are actively voting in American elections.

If you can't do voter reform, you need to start analyzing the top 'Single Issue Voter' topics are.
We need the Presidential Election to Vote for the President to run the nation again.
How are politicians gaining control over the nation to push progressive ideas?
They highjack social and cultural movements instead of gaining the vote to who is best fit to run the nation.
Our population of voters are more knowledgeable on pop culture than what is actually happening politically.
Politicians manipulate the uneducated to gain voter power to control areas of government not relevant to the actual vote.
People are calling for voter reform, as seen in the repeal of the 19th.
We don't necessarily need to focus on such a harsh change at first. We need to identify and hold independent votes for single issues rather than clumping them into the presidential election.

we need to identify the 'Single Issue Voters'
Find those topics that are not relevant to actually running the nation.
And remove those topics from being voted on during the presidential election.
That is a SOFT form of voter reform where we can remove or deter or remove motivation from people to vote that are only voting on those Single Issues.
That will reduce the voter turnout in the Presidential election, but it will also 'purify' the voting pool to those that are voting on the welfare of the country.
Think of it a search engine optimization (SEO) or analyzing your google analytics for advertising. you don't want quantity you want click to purchase. lets purify our voter turnout to get what's best for America.
