I think I have a possible explanation for at least 2 of the PA Congressmen (Fitzpatrick & Mackenzie), but more than likely applies to all of the names mentioned here.
Even with all the hard work of @ScottPresler Pennsylvania is still "purple," and these two districts are particularly close.
My feeling is that they believed the blowback from the right of their constituency would be less harmful to their re-election than the fallout from the left.
