A very important intervention from Lord Harper in last week's Lords debate: the Treasury will obviously want GBROR’s ticketing costs to be as low as possible. If it can’t operate more efficiently than the 4.5% commission paid to independent retailers, he even suggested it shouldn’t be in the retail business. Independent retailers keep prices competitive and ideas flowing. According to the Guardian, the Prime Minister believes everyday costs of essential services are holding back growth. If that is the case, rail fares are Exhibit A. But individuals and families don’t need slogans, they need cheaper, smarter ways to travel. Encouraging innovation is a cost of living policy in its own right. If essential services should work better for ordinary families, rail retail is the quickest win.
