Medicare is the reason it doesn't work. Gov't cuts to Medicare/Medicaid aren't really cuts. Since 1990 providers add those cuts to pvt. ins. Today, per KFF working Americans pay 2x Medicare or double their actual cost. Who would make cuts to something that pays below cost???
