I’ll spell it out since you cant seem to connect the dots. Per capita arguments take the observation that blacks are overrepresented in crime stats and misinterpret that to argue that most blacks are criminals (eg 13/50 claim). This is an obvious logical fallacy.

It’s not saying “most blacks are criminals” it’s saying “a higher % of blacks are criminals compared to whites”. I think most people understand the criminal population is a fraction of the total population.

Are you sure ? People certainly make the claim that most blacks are criminals, which is obviously incorrect, but I'm not sure that the use the per capita argument. Or any argument at all for that matter.

Yes, otherwise there is no group-based policy prescription as a result of that observation. Even according to per capital, the proportion of black non murderers ≈ the proportion of white non murderers. So the appropriate policy targets CRIMINALS not a specific race
