They're not designed to be denied, they're designed to be self-selecting. Put $100,000 in assets as the line, and most people filter themselves out without anyone having to say no. So here's the question worth sitting with: what if the line just wasn't there? No Line to Cross MEXC's VVIP relaunch removes the asset and volume requirement entirely.
