Bill Gates testified before the Senate in 2007, pushing hard for more H-1B visas. He said the 65,000 annual cap made no sense, visas were running out instantly, and the U.S. was losing top talent to other countries. His big line was that there shouldn't be any limit on these visas — "even though it might not be realistic, I don't think there should be any limit."
