🇷🇺 Russia says it's not mobilizing. In a Moscow police raid, adults were handed draft summonses and offered army contracts, detainees say. Even students with deferments got them. At least 200 young people were detained in Kitay-gorod on Saturday, Baza reports, and up to 300 by detainees' count. Released detainees told Ostorozhno, Novosti that adults were brought in "ten at a time," handed summonses and offered to sign contracts with the Defense Ministry, Novaya Gazeta Europe reports. Moscow police call the raid a "preventive operation" against drinking in public. Putin said on September 3 there are no circumstances requiring additional mobilization.

A summons is an order to appear at an enlistment office, not a draft order. Police say they were preventing drinking. What would you call it?

🇺🇦 Every 130 seconds on November 7, a Russian soldier was hit by Ukraine's drone forces. In October, it was every 159. SBS units struck 2,234 targets on November 7, including 665 personnel, 270 of them killed, 160 enemy crew antennas, 83 drone launch points, 80 vehicles and engineering equipment, and 369 enemy drones. That makes 4,691 personnel in seven days, about 670 a day, against an October average of 542. Since November 1, they have hit 15,292 targets.

Seven days in a row above 600, with a record 751 on November 5. Can Russia replace 670 men every day?

🇺🇸 Democrats are drawing up a roughly €13 billion ($15 billion) security aid package for Ukraine before they even take control of Congress, the FT reports. Energy aid may move first. A House Foreign Affairs Committee staffer told the FT about the figure. The Democrats won both chambers on November 3 but take over in January. They also want to raise sanctions pressure on Russia's economy and review sanctions law. No bill, sponsor or vote is scheduled yet, and Melinda Haring of Razom for Ukraine expects amendments to the defense bill on sanctions, intelligence and interceptor missiles.

🇵🇱 "Everything points to" the Kraków shooter having "very radical views," Poland's interior minister says. The defense minister says he was not a soldier and never had anything to do with the military. Marcin Kierwiński said 16 people are in Kraków hospitals, among them the attacker and two police officers, and that many weapons were found in the attacker's car. Police say the lone attacker is a Polish citizen in his mid-20s from Ostrowiec Świętokrzyski. Six people were killed. President Karol Nawrocki began the procedure for national mourning on November 8 and 9, and Kraków's city mourning lasts until November 11, Independence Day. Where he got his weapons is being investigated.
🇵🇱 Six people are dead and 12 of the wounded are in life-threatening condition after the attack on Kraków's Main Square. Małopolska governor Krzysztof Klęczar said the 12 are in "red" triage status. Police say the lone attacker is a Polish citizen in his mid-20s, who was shot by officers and detained. RMF FM reported, unconfirmed by police, that he fired an AR-15 rifle. Police found more firearms and ammunition in his car. Prime Minister Donald Tusk and Interior Minister Marcin Kierwiński traveled to Kraków, and Tusk later said services entered the attacker's home. Both wounded police officers have undergone surgery, and one remains in very serious condition. President Karol Nawrocki began the procedure for national mourning on November 8 and 9, and Kraków's mayor extended city mourning to November 11.

Investigators are still determining his motive, and no one else has been named. Police and the prime minister urge people not to share footage, so victims' dignity is respected.

🇵🇱 Two Polish police officers intervened immediately when a gunman opened fire in Kraków's Main Square. One was shot three times and is fighting for his life, and another was wounded. Interior Minister Marcin Kierwiński said the officers intervened "at risk to their lives, immediately," and their "heroic stance" let police quickly detain the attacker. One officer has a gunshot wound, and the other is in very serious condition after three gunshot wounds. Police denied rumors that one of them died. Justice Minister Waldemar Żurek said their courage saved many lives. European Parliament President Roberta Metsola thanked Polish services and wished the wounded a swift recovery.

🇧🇪 Belgium just crossed a line: electric cars outsold combustion cars for the first time. In September, 50.9% of new registrations were battery-electric against 42.9% combustion, Ember data shows. Europe is moving the same way: battery-electric cars took 30.5% of new sales in September, JATO says, and outsold petrol and diesel combined across the EU for a full quarter. In China, combustion cars fell to a record-low 33% of sales, though the whole market shrank 28%. Globally, combustion cars dropped below half of new sales for the first time.

🇰🇵 North Korean missiles struck one of Ukraine's key power facilities, Zelensky says. He wants sanctions strengthened against everyone providing "services" in destroying lives. Per Zelensky, Russia used KN-23 ballistic missiles, made and supplied by North Korea, on the damaged energy site. He said Moscow is escalating strikes to pressure Ukraine and its partners before new talks. By early 2025, Pyongyang had supplied Russia with 148 KN-23 and KN-24 missiles, Ukrainian intelligence says. Russia and North Korea deny arms transfers that would violate UN embargoes.

🇺🇦 A drone dropped onto a highway near Kyiv in broad daylight and turned the road into a wall of fire. A car drove past the flames seconds later. The video, filmed on November 7 at about 12:19 local time, shows the object falling and burning fuel spreading across the lanes under a black smoke column. The exact location, whether the drone was shot down and any casualties are not confirmed. That morning, drones also struck Kyiv's Darnytskyi and Sviatoshynskyi districts, and one hit a two-story private house.

🇷🇺 Russia's own emergency ministry confirms an 8,000-square-meter warehouse fire in Rostov overnight. Ukrainian channels say it was next to the Almaz defense plant. The warehouse at 16A Tupolev Street stored oils and polymers, the ministry says. The fire was complicated by a high fire load, more than 60 people and 23 vehicles were sent, and it was later contained. The ministry did not name a cause or mention an attack. Almaz is part of the Rostec defense group, and early reports that the plant itself was burning were not confirmed. The same night, drones hit Saratov's refinery and missiles hit Oryol's Proton plant.

🇷🇺 ASTRA's analysts placed the fire in Saratov at Rosneft's refinery. The governor says only "civilian infrastructure" was damaged, and that there are casualties. Governor Roman Busargin did not name the plant. Residents told ASTRA they heard more than 40 explosions in Saratov and Engels, and sirens sounded twice. The refinery processes about 5.8 million tons a year, 2.2% of Russia's refining capacity, and was halted after strikes in September. A nearby auto parts store was also damaged.

🇺🇦 Six straight days above 600 Russian personnel hit. Ukraine's drone forces have now hit 4,026 in November, about 671 a day against 542 in October. SBS units struck 1,964 targets on November 6, including 601 personnel, 248 of them killed, 90 vehicles and engineering equipment, 77 drone launch points and 325 enemy drones. Most hits came on the Donetsk front. Since November 1, they have hit 13,058 targets.

🇷🇺 Oryol is burning again. Locals are filming flames over the city, and Exilenova+ says Flamingo missiles hit it for the second time in two weeks. Photos from Exilenova+ show heavy fire and smoke. Monitoring channels suggest Ukraine is hitting the Proton plant's workshops again, but nothing is officially confirmed yet. On October 23, governor Andrey Klychkov confirmed a missile strike on a "civilian enterprise" and eight people hurt, and rescuers found three bodies in the rubble the next morning. Ukraine's General Staff confirmed that strike. Proton makes components for Iskander-M missiles and Pantsir-S1 air defense systems.

Klychkov still has not named the plant. What does Russia not want to say it makes there?
