🇺🇸🇺🇦🇷🇺🇪🇺 WASHINGTON PRESSED KYIV. RUSSIA’S REFINERIES KEPT TAKING HITS. US President Donald Trump 🇺🇸 pressed Volodymyr Zelenskyy 🇺🇦 to halt Ukrainian attacks on Russian 🇷🇺 oil refineries as Washington pursued an energy ceasefire. Kyiv said any such arrangement would have to be reciprocal, with Moscow also ending strikes on Ukraine’s electricity, heating, water and other energy infrastructure. The refinery campaign nevertheless remains one of Ukraine’s most consequential long-range efforts. Ukraine’s General Staff says repeated strikes have taken more than 45% of Russia’s designed refining capacity offline, although that figure is a Ukrainian military assessment rather than an independently verified measurement. And the information war is colliding with battlefield reality too. Russia’s Defence Ministry claimed Dobropillya had been encircled, but ISW says it has found no evidence of a physical encirclement. Russian milbloggers themselves described something closer to fire control over Ukrainian logistics than a continuous infantry ring. Elsewhere, Ukraine’s Security Service says it detained a woman allegedly recruited by Russia’s FSB to assassinate a Russian opposition figure in Kyiv, accusing her of preparing an ambush near the sports centre where he worked as a kickboxing coach. Meanwhile, the European Union 🇪🇺 renewed sanctions on roughly 3,000 Russian individuals and entities for three years, while removing Alisher Usmanov and Mikhail Fridman from the list in a compromise among member states. The picture is increasingly broader than one front line: refinery capacity, contested battlefield narratives, covert operations and sanctions are all becoming part of the same war.

🇺🇦🇷🇺 UKRAINE IS TAKING THE LYMAN SECTOR BACK Ukrainian defenders have regained control of approximately 532 km² on the Lyman axis, including territory previously held by Russia 🇷🇺 and parts of the grey zone. This is no longer just about stopping Russian advances. Ukraine 🇺🇦 is pushing the line back. The counteroffensive continues, and on this axis it is producing tangible territorial gains.

🇷🇺 NATO’S TOP COMMANDER TO PUTIN: “HE BETTER NOT TRY IT ON MY WATCH” General Alexus Grynkewich, NATO’s Supreme Allied Commander Europe, says a limited Russian attack on Alliance territory remains unlikely, but cannot be completely ruled out. His message is deterrence without panic. NATO, he argues, should remain “calm and confident” because the Alliance already has the capabilities, authorities and mechanisms needed to respond to emerging threats and defend its territory. Asked whether Vladimir Putin might nevertheless try to test NATO, Grynkewich’s answer was considerably less diplomatic: “Absolutely not. He better not try it on my watch.” The scenario is not being presented as imminent. But NATO’s senior operational commander is making one thing explicit: contingency planning exists, the possibility is being taken seriously, and any calculation in Moscow that a limited attack would find the Alliance unprepared is precisely the assumption NATO wants to deter.

🇺🇦 RUSSIA HITS. UKRAINE ANSWERS. KUIBYSHEV STOPS PROCESSING. Zelenskyy’s message on Ukraine’s deep-strike campaign is straightforward: “Our steps are corresponding measures. He attacks, we respond. That’s our strength, and we’re not weak, despite all the difficulties.” The latest example is the Kuibyshev refinery in Samara. After the September 22 Ukrainian strike, crude processing at the Rosneft facility was completely halted. Reports indicate both primary crude-processing units were hit and damaged. Russia built this war around the assumption that it could repeatedly strike Ukraine while keeping the infrastructure sustaining its own war safely beyond reach. That distance is disappearing.

🇮🇹🇺🇦🇷🇺 MELONI: PUTIN WANTED UKRAINE TO FALL. UKRAINE BROKE THE PLAN. Italian Prime Minister Giorgia Meloni 🇮🇹 says Vladimir Putin’s 🇷🇺 objective went far beyond defeating Ukraine 🇺🇦: force Kyiv to capitulate, then turn Russian expansionism toward other neighbouring states. Instead, she says, Moscow encountered something it failed to calculate properly: a nation prepared to defend its freedom at extraordinary cost. “His plan has failed.” For Meloni, Ukraine’s resistance did more than stop the outcome Putin expected. It demonstrated that missiles, tanks and numerical superiority cannot automatically overcome a population determined to keep its country free.

🇺🇦 SYBIHA AFTER LAVROV: THE PROBLEM ISN’T MORE TALK. IT’S MOSCOW. Ukraine’s Foreign Minister Andrii Sybiha says he forced himself to listen to Sergey Lavrov at the UN Security Council and heard nothing new: the same arguments, distortions and narratives Kyiv says Russia has repeated for years. His conclusion was blunt: the question now is how to get Russia, specifically Russia, to change course. That diplomatic pressure is running alongside concrete negotiations with Washington. Zelenskyy and Trump discussed possible de-escalation steps, strengthening Ukrainian air defence and continued work toward producing Patriot interceptors in Ukraine. Sybiha says Kyiv has presented its ceasefire positions to the US side, while arguing that only a direct Zelenskyy-Putin meeting could fundamentally change the dynamics and put tangible issues such as a ceasefire, prisoner exchanges and the return of Ukrainian children on the table. Türkiye remains willing to provide the venue. Ukraine has repeatedly confirmed that it is prepared for a leaders’ meeting there, with Ankara positioning itself as a platform for negotiations. The diplomatic machinery is moving. Kyiv’s argument is that the missing ingredient is no longer another format, another speech or another round of explanations. It is whether Moscow is prepared to act.

🇫🇮 🇺🇦STUBB: THE FRONT IS BARELY MOVING, WHILE THE HUMAN COST SOARS Alexander Stubb says the battlefield arithmetic increasingly undermines the idea that Russia can simply grind its way to victory. According to the Finnish president, Russia has taken roughly 900 km² of Ukrainian territory this year, while Ukraine has recaptured about 800 km². His conclusion: the line of contact is barely moving. At that pace, Stubb argues, capturing the rest of Donbas would take years while costing Russia around 25,000 soldiers killed every month. He says modern warfare has made further advances brutally difficult. Unmanned systems have created what he described as death zones roughly 20 km deep, where forces entering exposed terrain face an extremely high probability of being destroyed. For Stubb, that is why neither side can simply exhaust the other militarily. His proposed starting point is an unconditional ceasefire, or potentially a narrower arrangement covering energy infrastructure or grain flows, followed by negotiations. And he stressed that the consequences reach far beyond Ukraine. The war affects global food and energy prices, making it more than a regional conflict. This was Stubb’s third UN speech as Finland’s president focused on the war. His closing message was directed at Moscow: “What humans began, they can also end. So please, Russia, end this war.”

🇮🇳🇨🇳🇷🇺🇺🇦 INDIA AND CHINA NOW SIT AT THE CENTER OF RUSSIA’S OIL ECONOMY The scale is enormous. Figures cited for the fourth year of Russia’s war put combined Chinese 🇨🇳 and Indian 🇮🇳 purchases of Russian 🇷🇺 crude at roughly €75 billion, around $85–87 billion. For comparison, that is equivalent to about 45% of Russia’s reported $190 billion annual military expenditure. That does not mean those oil purchases were literally earmarked for 45% of the military budget, but it shows the scale of the revenue flowing into the Russian economy while the war against Ukraine 🇺🇦 continues. India’s purchases of Russian oil are reported to have increased roughly 2,000% since 2021. China’s seaborne purchases rose 62% year on year in August. Together, China 🇨🇳 and India 🇮🇳 now reportedly account for nearly 90% of Russia’s crude exports. Both benefited from discounted Russian oil after Moscow lost much of its traditional Western market. Both publicly call for peace. And both now possess substantial economic leverage over Russia through the sheer scale of their energy trade. That tension is becoming harder for Europe 🇪🇺 to ignore: diplomatic calls for an end to the war are happening alongside tens of billions of euros in continued purchases from the Russian oil sector.

🇵🇱🇷🇺 SIKORSKI WARNS: WARSAW’S INTELLIGENCE SEES “SOMETHING BIG” COMING Polish Foreign Minister Radosław Sikorski has issued one of his starkest warnings yet about Russia. Speaking at the Council on Foreign Relations, he said intelligence available to Poland indicates Moscow is preparing a major move before the end of this year. “Russia is preparing something big this year.” Sikorski did not say what Polish intelligence believes Russia may be planning, and he offered no public details about the nature, location or timing of any potential operation. That uncertainty matters. This is not confirmation of a specific Russian attack or operation. It is a warning from Poland’s foreign minister, based on intelligence he says Warsaw possesses, that something significant may be in preparation. The message is deliberately incomplete, but clearly meant to be heard: Poland 🇵🇱 wants allies to take the possibility of further Russian 🇷🇺 escalation seriously before more details emerge.

🇵🇱🇷🇺 SIKORSKI TO MOSCOW: MORE KILLING WILL NOT DELIVER VICTORY Polish Foreign Minister Radosław Sikorski directed an unusually personal message at Vladimir Putin and Sergey Lavrov, arguing that Russia can prolong the bloodshed but cannot achieve victory through it. “You can kill many more people, but you cannot win this war.” Sikorski said Moscow could end what he called its “imperial war” at any moment through a political decision, while warning Russia 🇷🇺 to stop endangering Europe and damaging its own future. Then he addressed Lavrov directly: “Sergey, I know you understand me. Tell your boss: enough!” The Polish 🇵🇱 foreign minister’s argument leaves little ambiguity about where he places responsibility: the war continues because Russia’s leadership chooses to continue it, and, in his assessment, every additional month only adds more deaths without changing the fundamental outcome.

🇵🇱🇺🇦🇷🇺 POLAND EVACUATES BORDER CROSSINGS AS RUSSIA STRIKES WESTERN UKRAINE The war is pressing directly against NATO’s frontier. Poland temporarily evacuated the Zosin and Dorohusk border crossings after Russian strikes hit western Ukraine close to Polish territory. Warsaw also placed military aviation on heightened readiness as a precaution. Polish fighter aircraft have now been repeatedly activated in response to Russian attacks on Ukraine 🇺🇦, while air-defence and radar units are routinely pushed to higher readiness. This is becoming a pattern, not an isolated alarm. Every Russian 🇷🇺 strike launched toward western Ukraine forces Poland 🇵🇱 to calculate whether the next missile or drone stays on the Ukrainian side of the border. This time, Warsaw did not just scramble aircraft. It moved civilians away from the frontier.

🇩🇰🇷🇺🇺🇦 DENMARK’S INTELLIGENCE WARNING: RUSSIA MAY TEST NATO BELOW THE THRESHOLD OF WAR Denmark’s 🇩🇰 Defence Intelligence Service has hardened its assessment of the threat from Russia 🇷🇺. Its latest judgment is that Moscow is likely to intensify hybrid operations against NATO in the coming months. It now assesses a low but growing risk of limited Russian military attacks against one or more NATO members bordering Russia, while a full-scale invasion remains considered unlikely. Intelligence chief Thomas Ahrenkiel outlined what that grey zone could look like: isolated drone or missile attacks against infrastructure supporting Ukraine 🇺🇦, sabotage, or even provocations designed to obscure responsibility.
