Treasury assets could consist of: - XNET - USDC - SOL - BTC - TAO - Other governance-approved assets Rather than value permanently leaving the ecosystem through burns, more value remains inside the protocol and can be deployed strategically over time.

One major goal is onboarding larger operators. Many ISPs, MSPs, and enterprises prefer fiat payments over tokens. Under XIP-13, approved operators could choose fiat payouts based on the monthly Clearing Price, while the Foundation receives the corresponding $XNET into the Treasury Book. Result: - Easier enterprise adoption - Continued token support - Reduced market sell pressure

The proposal introduces a monthly "Clearing Price." Formula: Clearing Price = BuyBack Value ÷ Monthly Emitted Tokens This creates a transparent benchmark that can be used to: - Guide buybacks - Value operator rewards - Determine when treasury accumulation may be more beneficial than open-market purchases

Today, a large portion of offload revenue is used for BuyBack & Burn. XIP-13 proposes a different approach: Instead of burning acquired $XNET, the Foundation could hold acquired tokens and/or USDC in a Treasury Book. This creates an asset base that can support the network and potentially raise the long-term floor value of $XNET.
