🚨🚔💵💰📈European countries’ prison systems operating over capacity -- a possible solution: outsourcing prison services -- less taxpayers’ money for criminals.📉💰 According to official data, prison systems in many European countries are operating above their designed capacity. One solution is to build new prisons or expand existing ones. This would increase capacity, but it would also steer more of each country’s budget — taxpayers’ money — toward the housing, food, health care, safety, and well-being of criminals. Another solution is to outsource prison services to other countries. There are countries, such as El Salvador, that sell prison services in exchange for money. If, for example, the annual fee per prisoner that El Salvador (or another country) demands is lower than the annual amount currently spent per prisoner at home, then why should states not pursue such a deal? It could be a win-win arrangement, and more creative terms could be added to increase the value of the deal for both sides. Outsourcing prison services could also act as a preventive measure for potential offenders. In some countries, such as Norway, prison conditions are better than some potential criminals’ own homes, and they are provided at no cost to the inmate. In those cases, the fear of going to jail may not be strong. But if people knew that committing a crime carried a high chance of being sent to a prison in another country — with little or no connection to “friends” inside and an entirely different environment — they might think again before committing the crime. Moreover, some serious offenders are not reformable. No matter how many years they serve or how many times they return to prison, they will commit crimes again when they are released. That is their way of life.
