Jill Dunlop and Nolan Quinn took 2-3 years to follow up on the OSAP fraud allegations from Career Colleges Ontario... and now $219M in OSAP funding is gone and Quinn significantly reduced OSAP for most students over something that he could have stopped in 2023-2024.
