The credit is nonrefundable, so claiming the full amount requires having some tax liability. Patrick Graff (@parthurgraff), a senior fellow at the American Federation for Children (@SchoolChoiceNow), did the math using IRS data to see how much funding this setup could produce."

The Board of Regents removed the ALST after a task force cited its high cost, redundancy with other exams, and significant racial disparities in pass rates, including 38-41% for Black candidates and 46% for Hispanic candidates.

Federal School Choice Could Be Huge (via @WSJopinion)
While federal taxpayers anywhere can donate, states must opt into the program before their students can benefit. So far 19 mostly Democratic states, plus Washington, D.C., have declined. Mr. Graff’s (@parthurgraff) report estimates their taxpayers have about $83 billion in scholarship giving capacity. That money could soon be flowing elsewhere because donors in a a state that opts out can still give to qualified recipients in other states.
