Gotta admire the chutzpah: Ukraine was neutral until it suddenly — totally out of nowhere and against all the friendly actions by Russia — abandoned neutrality in 2019.
The bunker dwarf might have experienced a sudden inexplicable memory lapse about what happened in 2014 and what followed.
putin continues to demand neutrality from Ukraine.

“Uh, yes.
Because upon gaining independence, Ukraine adopted a declaration, I want to remind you of this. After all, it gained independence on the basis of this declaration.
The declaration states that it is a neutral state. But from the very first, steps in building the post-Soviet space and the New Russia, we always proceeded from the fact that Ukraine is a neutral state.
And then suddenly they wrote into the Constitution a requirement and goal of joining NATO. But that is a completely different story.”
Let’s look at the sheer hypocrisy of putin lecturing anyone about constitutional permanence and neutrality.
First, let's remember what he is clinging to: a mere political declaration adopted in 1990—before Ukraine was even an independent country and still part of the Soviet Union.
putin is referring to the Declaration of State Sovereignty of the Ukrainian SSR, adopted on July 16, 1990. The document stated that Ukraine intended to become a permanently neutral state in the future, one that did not participate in military blocs.
However, the Act of Declaration of Independence of Ukraine, dated August 24, 1991, did not contain such a provision.
That text, putin is referring to, was a political statement of intent and not a permanent, binding constitutional law, not an eternal legal chain binding a future sovereign nation forever.
In February 2019, a provision affirming the irreversibility of Ukraine’s Euro-Atlantic course was added to the Constitution. This happened five years after Russia occupied Crimea and parts of the Donbas. Petro Poroshenko, who was Ukraine’s president at the time, cited Russian aggression as the reason for the decision.
The core truth that autocrats like putin refuse to accept is that sovereign nations have the inherent right to alter their foreign policy and security alliances over time. A country's borders, treaties, and democratic choices belong to its people, not to the historical grievances of a neighboring dictator.
And speaking of changing fundamental laws, the irony is staggering.
putin has changed the Constitution of Russia more than once—most notably in 2020 to effectively reset his own term limits and allow himself to stay in power indefinitely.
Yet, he acts outraged when another sovereign country adjusts its laws to protect its own borders.
Asking for neutrality so you can ensure you can invade the country easily without help from outside is the real reason for this demand. It has nothing to do with international law or ancient declarations; it is about leaving Ukraine defenceless so it can be swallowed whole.
