I always summed this up as "Third World Corruption" vs "First World Corruption"
The former is short sighted. Steals from the people initial capital/funds and does not go through with the project. It's unsustainable.
The latter...
"Kung walang korap, walang mahirap" is catchy but it's just not true. Officials in other countries (e.g. China, Korea, Eastern Europe) are corrupt as fuck but their countries developed anyway, because they understood that more wealth = more money to steal
