As I understand it they can’t be relegated out of hand, but a heavy enough points deduction can all but do the same.
5 years transfer ban could be one way.
Don’t think stripping titles is the answer - what club genuinely wants to win like that? - but Man City have a lot to answer for. Don’t want to nuke them into oblivion, it’s a decent club, just relegate them and hand them a transfer ban for two seasons. And everyone can move on.
