IMPEACHMENT VOTE THRESHOLD LOWERED The Senate impeachment court has lowered the conviction threshold in Vice President Sara Duterte’s impeachment trial, with 14 votes now needed under the court’s revised computation. Voting 13-1, with six senator-judges boycotting the proceedings, the court adopted a ruling that excludes senators who are legally or factually unable to participate from the denominator used to calculate the two-thirds requirement to convict an impeached government official as stated in the 1987 Constitution. The ruling reverses the earlier ruling of Sen. Francis Escudero, the Senate tribunal’s presiding officer, that 16 votes, or two-thirds of the full 24-member Senate, were required to convict Duterte. Escudero said the new interpretation applies only to Duterte’s impeachment case and does not establish a binding precedent for future proceedings.

He also pointed to the continued presence of political dynasties across the country, citing data showing that 71 of 82 provincial governments, or 87%, were led by members of political dynasties after the 2025 elections. For Africa, the question is whether a narrower ban would provide enough checks and balances to prevent political power from simply shifting to other relatives.

ANTI-DYNASTY LAW MUST HAVE TEETH Atty. Howard Calleja says Congress must go beyond simply passing an anti-political dynasty law, stressing that the measure must impose meaningful restrictions to comply with the Constitution. On #ABOGADO, Calleja outlined four areas identified by the Supreme Court for Congress to consider: the degree of family relationships covered, succession or timing of political positions, the interplay between national and local posts, and the geographic scope of the prohibition.
