To understand what is happening in the West Bank today, listen to what Bezalel Smotrich said back in 2017 he intended to do. In the “Decisive Plan” he wrote, Smotrich openly articulated the logic of elimination in the West Bank: establishing permanent and irreversible Jewish control and sovereignty while dismantling Palestinian collective existence. One of the plan’s central tools is “victory through settlement”: expanding settlements and taking over land in order to make Jewish sovereignty an irreversible fact and prevent the possibility of a contiguous, independent Palestinian existence. The plan leaves Palestinians with three options: relinquish their national aspirations and live under Jewish supremacy, leave, or be defeated by force if they resist. Smotrich did not invent this project, and the current government did not start it. The plan was also never formally adopted as government policy. But today, Smotrich holds extensive powers over the West Bank, and central elements of this vision are being translated into policy, budgets and action on the ground. Land takeovers, expanding settlements and outposts, expelling communities and deepening Israeli control are not separate events. They are part of the same political project. הבוקר (רביעי) הגיעו אנשי המנהל האזרחי, מלווים בכוחות צבא ומשטרה ומצוידים בכלים כבדים, לקהילת ח'ירבת ג'ינבה שבדרום הר חברון, שבה חיים כ־300 תושבים, והרסו עשרות מבנים. בסך הכול הרסו הכוחות 24 מבני מגורים, 16 מבנים חקלאיים, 16 לוחות סולריים ו־14 מכלי מים, ועצרו אחד מהתושבים. ההריסות הותירו כ־180 בני אדם, בהם כ־85 ילדים, ללא קורת גג. ההריסות היום בח'ירבת ג'ינבה הן פעולת ההרס הנרחבת השלישית שמבצעת ישראל בקהילות פלסטיניות במסאפר יטא בתוך שלושה שבועות. ב־2 בספטמבר הרסו כוחות ישראליים כמעט את כל ח׳ירבת א־תבאן, והותירו ללא קורת גג 12 משפחות, כ־70 בני אדם, בהם 28 ילדים. ב־8 בספטמבר הרסה ישראל את כל חמשת הבתים במתחם הצפוני בח׳ירבת אל־פח'ית, שבהם התגוררו ארבע משפחות המונות 32 בני אדם, בהם 11 ילדים. הכוחות הרסו גם מכלאות צאן, בורות ומכלי מים, מתקנים סולאריים ומבנים חקלאיים. באותו יום הרסו גם בית בח׳ירבת ח׳לת א־דבע, והותירו משפחה נוספת ללא קורת גג. ח'ירבת ג׳ינבה, ח׳ירבת א־תבאן וח׳ירבת אל־פח'ית הן שלוש מתוך 12 קהילות פלסטיניות, שבהן חיים כ־1,200 בני אדם, באזור שעליו הכריזה ישראל כ״שטח אש 918״. ההכרזה על שטח האש, לצד מערכת תכנון המונעת כמעט לחלוטין בנייה פלסטינית, משמשת את ישראל לקידום הריסת הקהילות וגירוש תושביהן מאדמתם. במקביל, ישנם 10 מאחזים בתוך השטח המוגדר כ״שטח אש״. ההריסות במסאפר יטא הן חלק מפרויקט המחיקה שמקדמת ישראל ברחבי הגדה המערבית. מאז אוקטובר 2023 גירשה ישראל 65 קהילות פלסטיניות מאדמתן בגדה, ו־18 קהילות נוספות גורשו חלקית. ההריסות וגירוש הקהילות הן חלק ממנגנון של טיהור אתני והשתלטות על המרחב, שבאמצעותו ישראל מפרקת את התנאים המאפשרים לפלסטינים להמשיך לחיות על אדמתם, ובמקביל מפנה את המרחב להרחבת הנוכחות והשליטה היהודית־ישראלית.

This morning (Wednesday), Israeli Civil Administration personnel, accompanied by military and police forces with heavy machinery, arrived at the Palestinian community of Khirbet Jenbah in the South Hebron Hills, home to about 300 people, and demolished dozens of structures. In total, forces demolished 24 residential structures, 16 agricultural structures, 16 solar panels and 14 water tanks, and arrested one resident. About 180 people, including some 85 children, were left homeless. Today’s demolition in Khirbet Jenbah is Israel’s third broad demolition in Palestinian communities in Masafer Yatta in three weeks. On 2 September, Israeli forces demolished almost all of Khirbet a-Taban, leaving 12 families, about 70 people, including 28 children, homeless. On 8 September, Israel demolished all five homes in the northern compound of Khirbet al-Fakhit, belonging to four families numbering 32 people, including 11 children. Forces also demolished sheep pens, water cisterns and tanks, solar installations and agricultural structures. That same day, they demolished a home in Khirbet Khallet a-Dabe’, leaving another family homeless. Khirbet Jenbah, Khirbet a-Taban and Khirbet al-Fakhit are three of 12 Palestinian communities, home to about 1,200 people, in an area of the southern West Bank Israel declared “Firing Zone 918.” The firing-zone designation, together with a planning system that prevents almost all Palestinian construction, serves Israel to advance demolitions and expel these communities from their land. Meanwhile, there are 10 outposts within the designated firing zone. The demolitions in Masafer Yatta are part of the Elimination Project Israel is carrying out across the West Bank. Since October 2023, Israel has expelled 65 Palestinian communities from their land and partially displaced another 18. The demolitions and expulsions are part of a mechanism of ethnic cleansing and territorial takeover used to dismantle the conditions enabling Palestinians to continue living on their land, while clearing the way for expanding Jewish-Israeli presence and control.

A major new report by the Israeli human rights group B’Tselem titled “The Elimination Project” accuses Israel of “dramatically intensifying its attacks on every aspect of Palestinian life in the West Bank.” Ori Givati, director of international relations at B’Tselem, says tactics against Palestinians intensified with Israel’s 2022 election and again after October 7, 2023, adding that “we are definitely seeing a lot of the mechanisms, the tools that were used and are used still … in Gaza, being implemented in the West Bank.” We also speak with Mohammad Sha’ban, a Palestinian farmer from Halhul in the Hebron area of the occupied West Bank, says 11 gates and seven settler outposts have been installed around Halhul since 2025. “We cannot reach our lands. We cannot go outside Halhul. They open only one gate from 8 o’clock until 5 o’clock every day,” says Sha’ban. B’Tselem joins dozens of civil society organizations in Israel in expressing solidarity with NAZA filmmakers Yuval Abraham and Rachel Szor. We stand with them in the face of the incitement, threats and attempts to persecute them for their journalistic work and their insistence on documenting and telling the story of what is happening in the Gaza Strip. The scale and intensity of the current attack on those seeking to investigate, document and expose Israel’s actions in Gaza are intended to intimidate journalists and sources, and to shut down public debate in Israel over the open-fire policy and the responsibility of Israeli policymakers and the top military command for the mass killing of Palestinians as part of the genocide in Gaza. This attack is part of a broader effort to block demands, in Israel and internationally, for accountability for these crimes.
