It's a valid security concern. Israelis blew up pagers to hurt civilians in the past, and must not be given the chance to do it again.

Those pager attacks were one of the most awesome military tactics in human history. Maximally effective. As little civilian cost as possible in that type of an attack. And even then you guys cry about it.
