Swap Nebraska for Penn St, and I think you've got it

Maybe neither. But not Penn St

I'd say Penn State belongs in the mix Eleven undefeated seasons since 1900, and elite since the Rip Engle era starting in 1950 Being an independent hurt them, otherwise they might've been NC in 1968, 1969, and 1973 when they were undefeated under Paterno And they've still been good. Unlike Nebraska the past 10 years

Perhaps being an independent hurt them and that’s why they’re not a blue blood.

ND is an independent, too But I’m not saying PSU is up there with OU and OSU and Michigan historically But they have a better historical resume than Texas and Nebraska

Quod licet Iovi, non licet bovi. "Yes, but you're not Notre Dame." Plus, there's stuff like this (basically a 100-year ELO rating) from Sorensen. Not better than Texas or Oklahoma. Nebraska is the outlier on the OP list.

By win %, Penn St IS among the blue bloods And do we really need to go back to 1925? I’d say football since only 1950 or so is relevant to today Otherwise, let’s all welcome blue blood Minnesota to the party

By win % Boise St is a blue blood (maybe). Who you play matters. Hence: Sorensen. Yes, we have to go back a hundred years. Minnesota was good for only a fraction of that time.

I feel bad for Tennessee, actually. They've played a lot of good football over the years, but they just are not a blue blood. I can't explain it. But it's true and everybody not in the state of Tennessee knows it.
