The current Congress pretty much does what Trump says. DC would be an easy target for the Hill. A simple majority vote in the House and Senate would overturn our Home Rule.
The president can federalize MPD for a limited period of time, but he can’t single-handedly “federalize this city.” D.C.’s home rule was granted by Congress, so repealing or changing it would similarly take an act of Congress.
