Zulum's Media Chat: ADC’s Political Desperation, Impulsive Statement and Self-Indictment We read with dismay the recent statement by the Presidential Campaign Council of the African Democratic Congress (ADC), which made impulsive remarks about the administration of Borno State Governor, Prof. Babagana Umara Zulum. The party's press release is poorly thought out and a product of political desperation, which any keen observer would see it as "a case of self-indictment." It was regrettable that the party relied on an unprofessionally written news report to accuse the governor of threatening opposition politicians with arrest. For the record, Governor Zulum held a media chat with journalists in Maiduguri, addressing several issues, including a recent spike in social vices and crimes threatening the state’s peace and stability. As any responsible Chief Executive would, he emphasized that his administration would not stand by while social urchins and criminals plunge the state into violence. He referred to young men moving around wearing shirts emblazoned with knives and clubs, portraying violence. In the aftermath of the Boko Haram insurgency, Borno State recorded a rise in gangsterism, the kidnapping of underage girls, illegal abortions, phone snatching and other social vices. To address this, the state government set up an Anti-Vices security outfit. Since the outfit began operating, Maiduguri and its environs have become safer, with a sharp drop in social vices and criminal activity. Media outlets with a track record of ignoring ethics and professional standards seized that part of the governor’s statement and crafted a narrative to portray him as heavy-handed, since they cannot question his achievements. Unfortunately for the ADC, its rash statement reads as self-indictment. Governor Zulum never mentioned the #TinubuMustGo group, ADC or any opposition group; he spoke only about security, peace, and order. By issuing that statement, the ADC appears to be taking responsibility for the crimes committed by these groups across the state. As a responsible government, Prof. Zulum’s administration will not allow the state’s hard-earned peace to be truncated; for without order and stability, no party can campaign for any election. In fact, Gov. Zulum did not mention any opposition party or political group in the media engagement. Even in campaign seasons, there ought to be restraint and responsibility. Considering where Borno has come from, the least one would expect from the ADC is to join the call to ensure that nothing tampers with the recent peace and stability achieved under the administration of Gov. North-East Governors Push Regional Energy Agenda, Seek Speedy Completion of Mambila Hydropower The Northeast Governors' Forum (NEGF) says it has transformed power supply from a problem that each state handles independently to a shared regional energy agenda for the sub-region. It also wants member states to take full advantage of the new electricity law and the region's abundant sunshine to expand solar and mini-grid technologies. The position was stated in an eleven-point communiqué issued in Maiduguri on Saturday at the end of the Forum's 13th meeting. The communiqué, signed by Forum’s chairman and Borno State Governor, Professor Babagana Umara Zulum, and read by the Vice Chairman of the Forum and Adamawa State Governor, Alhaji Ahmodu Umoru Fintiri. The governors noted that the Dadinkowa hydropower plant in Gombe State now feeds the national grid. They described this as one result of their joint efforts to provide power and energise the sub-region. The Forum restated its long-standing concern over what it called the seeming neglect of the Mambila hydropower plant in Taraba State, urging the Federal Government to use the recent arbitration ruling, which cleared the project's legal encumbrance, to speed up the plant's completion and take-off. The Forum agreed to partner with Green Ville Energy to build more Compressed Natural Gas (CNG) and Liquefied Natural Gas (LNG) stations across the region to cut transport costs. The Governors also thanked the Federal Government, through the North East Development Commission (NEDC), for providing 10,000 electric tricycles, 10 electric buses and 300 electric taxis, which are expected to be launched later this month to ease the burden of transportation. They also resolved to set up a North-East regional air shuttle, which, according to them, would make it faster and easier to move people and goods within the region and to other parts of the country. The Forum commended President Bola Tinubu for paying renewed attention to the PortHarcourt–Jos–Bauchi–Gombe–Maiduguri rail corridor, the Akwanga–Jos–Bauchi–Gombe–Biu–Maiduguri highway, and frontier oil exploration at Kolmani. However, it called on the Federal Government to revisit oil exploration activities that began but later stalled in Magumeri and Gubio Local Government Areas of Borno State. On security, the governors acknowledged the appreciable success recorded against the insurgency, commending the courage and sacrifice of the Armed Forces and other security agencies. The Forum noted that the North-East has one of the youngest populations in the country. It recommitted to providing young people with quality education, vocational and entrepreneurial skills, technology, and meaningful jobs. On the environment, the Forum condemned the extent of damage caused by deforestation and resolved to partner with the Forestry Research Institute to train forest experts in the region. The meeting was attended by Governor Zulum, Governor Ahmadu Umaru Fintiri of Adamawa State and Governor Muhammadu Inuwa Yahaya of Gombe State. Bauchi State and Yobe State were represented by their Deputy Governors, Rt. Hon. Mohammed Auwal Jatau, and Alhaji Idi Barde Gubana. The Deputy Governor of Borno State, Umar Usman Kadafur, was also in attendance. Since its inaugural meeting in Gombe in March 2020, the Forum said its greatest achievement has been its members' unity, noting that this unity has given the region a collective voice delivering real infrastructural development. Zulum commends Tinubu for reviving Kolmani oil exploration, urges Borno’s oil field work revived Borno State Governor and Chairman of North-East Governors’ Forum, Professor Babagana Umara Zulum, has commended President Bola Ahmed Tinubu for reviving oil exploration activities at the Kolmani wells while urging that work on Borno State’s own oil fields be similarly revived. Zulum made the commendation on Saturday at the 13th regular meeting of North-East Governors’ Forum, held at the Multipurpose Hall of the Government House in Maiduguri. The two-day meeting, which began on October 2 and ends on October 3, 2026, brought together governors from the six northeastern states to deliberate on regional development, security, and economic cooperation. Other governors in attendance were Ahmadu Umaru Fintiri of Adamawa, and Muhammadu Inuwa Yahaya of Gombe. The Governors of Bauchi and Yobe states were represented at the meeting by their deputies. In his address, Zulum noted that the resumption of oil exploration in the northeast, particularly Kolmani and the Lake Chad basin, was a critical component of the region’s economic revival strategy. He said, “Distinguished colleagues, I wish to begin by expressing our sincere appreciation to His Excellency, President Bola Ahmed Tinubu, GCFR, for the Federal Government’s continued commitment to the development of the North-East.” “We particularly welcome the renewed efforts towards reviving exploration activities at the Kolmani Oil Field in Bauchi State. The revival of this important project represents more than an investment in the oil and gas sector; it offers an opportunity to unlock new economic possibilities, create employment, stimulate infrastructure development and broaden the revenue base of our states and communities.” The Forum Chairman, however, urged that the momentum be extended to Borno State’s oil fields, stressing that reviving exploration activities there would complement military operations and accelerate development across the sub-region. He emphasised that renewed federal support for oil exploration in Kolmani and Lake Chad would help diversify the region’s economy and create much-needed jobs. “In the same spirit, we respectfully urge the Federal Government to revisit the exploration activities earlier commenced but subsequently stalled in Magumeri and Gubio Local Government Areas of Borno State.” “Responsible exploration and development of our natural resources can complement ongoing reconstruction efforts, strengthen local economies, restore livelihoods and create sustainable opportunities for our rapidly growing population,” Zulum stated. Also speaking, Gombe State Governor, Mohammed Inuwa Yahaya, listed achievements since the forum's creation, including establishing the North-East Education Council. He said, “Our states are addressing the Almajiri and out-of-school children challenge through practical models, from Borno's Tsangaya Commission to Taraba's Almajiri Model Education Centres and our own Integrated Almajiri Education Centres in Gombe. Our Commissioners of Health also came together in 2024 to form a regional health platform to increase intra-regional responsiveness and share best practices.” The 13th North-East Governors’ Forum meeting is expected to issue a communiqué outlining measures on security, economic integration, and infrastructure development. Zulum Unveils N1.05bn Empowerment for Youths, Persons with Disabilities Borno State Governor Professor Babagana Umara Zulum has launched a N1.05 billion empowerment programme for seven groups in Maiduguri Metropolitan and Jere Local Government Areas. Governor Zulum launched the programme on Friday at the State Hotels, Maiduguri, noting that the intervention was in continuation of his administration's support for vulnerable people, youths, women and persons with disabilities. The governor stressed that he would provide more job opportunities to young people so they can earn a living. "Today, we are launching another empowerment programme for seven groups to boost business and economic opportunities in our dear state, which is recovering from years of Boko Haram conflict," Zulum said. The governor promised a larger empowerment programme for women, youths and other entrepreneurs by the end of the month. "I consider every young person in this state as my son. That is why I am committed to providing every opportunity to ensure that you prosper and become productive members of society," he added. The beneficiaries include clubs and associations, persons with physical disabilities, including persons with hearing impairment, persons with visual impairment, persons affected by leprosy, and youth groups. Commissioner for Youth, Sports and Economic Empowerment, Hon. Saina Buba, thanked the governor for the many empowerment programmes he has provided for youths and other vulnerable groups. Zulum Hosts North East Governors in Maiduguri for 13th Forum Meeting Borno State Governor and Chairman of the North East Governors' Forum, Professor Babagana Umara Zulum, is hosting the five other governors of the region for the Forum's 13th regular meeting in Maiduguri. The visiting governors are Ahmadu Umaru Fintiri of Adamawa, Senator Bala Abdulkadir Mohammed of Bauchi, Muhammadu Inuwa Yahaya of Gombe, Dr Agbu Kefas of Taraba and Mai Mala Buni of Yobe among other distinguished guests. "On behalf of the Government and the good people of Borno State, I warmly welcome my brother governors of the region and our distinguished guests to Maiduguri for the 13th regular meeting of the North East Governors' Forum," Zulum said. The two-day meeting begins today, Friday, October 2, and ends on Saturday, October 3, 2026, at the Multipurpose Hall, Government House, Maiduguri. The governors are expected to discuss a range of issues affecting the sub-region. These include strengthening good governance, promoting peaceful coexistence, improving security and improving the socioeconomic well-being of the people of the North East. Zulum on Independence Day: "Don't Let a Few Derail Borno's Hard-Earned Peace" ...Highlights 1,500 Cluster-Projects, 2 Million Resettled Residents Borno State Governor, Professor Babagana Umara, has felicitated with the people of Borno State and Nigerians on the occasion of the nation’s 66th Independence Anniversary. In his Independence Day message, the Governor paid tribute to Nigeria's founding fathers and other leaders who made sacrifices for the country's unity, growth and development through more than six decades of trials and tribulations. "As we celebrate 66 years of nationhood, we honour our founding fathers and all the leaders who gave their lives for the unity, growth and development of Nigeria, despite the trials our country has endured," Zulum stated. Governor Zulum called on citizens to protect the peace Borno has worked so hard to regain and to keep campaigns free of rancour as the political season begins. He restated his commitment to consolidating peace, protecting citizens' rights, laying a sound foundation for younger generations, and ensuring the safe, voluntary and dignified resettlement of internally displaced persons (IDPs) and refugees. "About two million of our people have returned to their communities, and we are working to resettle more. We must not allow a few unpatriotic people to derail this hard-earned peace." The Governor said his administration has invested heavily in restoring security, developing human capital, improving infrastructure, boosting agriculture, resettling displaced persons and rebuilding communities. He said the government has carried out more than 1,500 clusters of projects across the 27 local government areas over the past seven years. Governor Babagana Zulum stressed that these projects have improved lives and livelihoods and strengthened security, stability and resettlement. He credited the improved security to the joint efforts of security personnel, volunteers, and traditional, community and religious leaders, and above all to the resilience of the people of Borno. "The improved security we enjoy today is the result of the collective efforts of our gallant security personnel, volunteers, traditional, community and religious leaders and, above all, the resilient people of Borno," he added. The Governor said about two million people have returned to their communities so far, and efforts are under way to resettle more IDPs. He added that over 30,000 homes, schools, clinics and other public facilities destroyed during the insurgency have been rebuilt. In education, he said the number of functional secondary schools grew from 34 in 2019 to 129 in 2026. Enrolment has increased to 1.8 million children, the number of teachers has also risen, and the government is prioritizing digital and vocational education. Professor Zulum also pointed to major investments in agriculture to support year-round farming, a strengthened health system, and expanded access to healthcare for more vulnerable residents through the state contributory health scheme. He said the administration is opening up business and economic opportunities to drive post-conflict recovery in sectors where Borno has a comparative advantage. He described the state as an emerging investment destination because of its strategic location, human capital, and natural resources. "Borno is now an investment destination because of its strategic location. We are unlocking opportunities that will drive our post-conflict recovery." The Governor urged citizens to uphold unity and peaceful coexistence, reject violence, and respect the rule of law for sustainable development in the state and the country. "As the political season sets in, let us conduct our campaigns without rancour, so we do not undermine the relative peace and stability our state now enjoys." Defying rain, Zulum kicks off mobilisation for Tinubu after US trip Governor Babagana Umara Zulum of Borno State on Sunday defied a downpour to kick off the mobilisation of support for President Bola Ahmed Tinubu and the All Progressives Congress (APC) candidates ahead of the forthcoming elections. He reminded the gathering of the significant security gains achieved in the state and the wider North-East region, attributing the relative peace and stability to the collaborative efforts of the state government and the Federal Government. Urges Diaspora to Invest in Productive African Future Borno State Governor, Professor Babagana Umara Zulum, has received the 2026 Quintessence Pan-African Top Leadership Award, dedicating the honour to the resilient people of Borno and to Nigerians working to restore dignity and opportunity to their communities. The Quintessence Award is presented each year to one continental African leader and one African American leader for distinguished accomplishments in their field of endeavor and outstanding contributions to the history and heritage of African people. This year's edition was chaired by Professor Ibrahim Gambari, former Chief of Staff to the late President Muhammadu Buhari, and had in attendance the Governor of Kwara State and Chairman of the Nigeria Governors' Forum, Dr Abdulrahman Abdulrazaq; Emir of Kano, HRH Muhammad Sanusi II; Nigerian ambassador to Ethiopia; the Consul General of Nigeria in Atlanta; former Nigerian Minister of Finance Dr Mansur Mukhtar. Speaking at the award ceremony on Friday in New Jersey, Governor Babagana Zulum said the recognition was “not for me alone” but for everyone who had worked to turn ideas into action and improve people’s lives. Reflecting on Borno’s recovery from Boko Haram insurgency, Zulum said his administration had focused on rebuilding homes, schools, health facilities and other public infrastructure. According to the Governor, his administration has reconstructed more than 30,000 homes, schools, clinics and other public facilities since he assumed office in 2019. He said that in the first year alone, 326 projects were completed, including more than 6,000 houses for families affected by the conflict, and that he has delivered more than 1,000 capital projects over the past six years. Zulum urged Nigerians and other Africans in the diaspora to invest not only their money but also their skills and ideas in businesses, education and healthcare back home. He described Africa’s greatest asset as its young people and called for greater investment in their education, health and creativity. “I call on you to invest back home — not just your capital, but your skills and ideas,” he said. “Every factory you build, every school you help fund, is an investment in Africa’s greatest resource: our people.” The governor said remittances provide vital support to families, but argued that channeling even a fraction of those funds into factories, schools and clinics could generate wider benefits. He encouraged the diaspora and international partners to support start-ups, technology hubs, teacher training and stronger institutions. Describing leadership as service rather than status, Zulum urged teachers, healthcare workers, business owners and others to make a difference in their communities without waiting for an official title. PRESS RELEASE Zulum Named 2026 Quintessence Award, First Northern Governor to Win Pan-Africa's Top Leadership Award Borno State Governor, Professor Babagana Umara @ProfZulum , has been named the 2026 recipient of the Quintessence Award, the preeminent Pan-African Leadership Award in North America, becoming the first governor from Northern Nigeria to receive this honour. Zulum, who is currently in New York for the 81st Session of the United Nations General Assembly (UNGA 81), is part of the Nigerian delegation to accompany the Vice President, Senator @KashimSM Shettima, who is leading the Federal Government team to deliver Nigeria's national statement at the General Debate and will also participate in several sideline engagements, including the Nigeria Investment Forum. Before proceeding to the United States, the Governor held a series of high-level strategic engagements in Canada, where he signed a Memorandum of Understanding on behalf of Borno State Government with the Northern Alberta Institute of Technology (NAIT) on technical education, workforce development and skills transfer among other areas designed to strengthen the human capital base driving Borno's post-insurgency recovery. The Governor's nomination was conveyed in a letter from the Executive Director of the African Writers Endowment (AWE), the New Jersey-based non-profit organisation, Dr Ugorji O. Ugorji, who said Zulum was selected in recognition of his "remarkable accomplishments as an academic, scholar and educational administrator," alongside his distinguished tenure as Governor of Borno State, particularly for stemming the tide of insecurity and significantly reshaping the infrastructural landscape of the state. The award will be presented at the "Quintessence Ball: A Celebration of African People in World History," which brings together African people from Africa, North America, and the Caribbean. This year's ceremony will be held on Friday, September 25, 2026, at the DoubleTree by Hilton Hotel, New Jersey, United States of America. According to Dr Ugorji, the Quintessence Award is presented each year to at least one continental African leader and one African American leader, "for distinguished accomplishments in the person's field of endeavour, and for outstanding contributions to the history and heritage of African people." This year's edition of the Quintessence Conference and Awards will be chaired by Professor Ibrahim Gambari, CFR, former Chief of Staff to the late President Muhammadu Buhari and one-time Under-Secretary-General of the United Nations, who was himself the maiden recipient of the award in 1998. A major highlight of the conference will be a special symposium titled "Investment Opportunities in Borno State: Doorway to the Chad Region." Zulum Meets Army Chief in Abuja Borno State Governor, Professor Babagana Umara Zulum, on Tuesday visited the Chief of Army Staff, Lieutenant General Waidi Shaibu, at the Army Headquarters in Abuja. The meeting, held behind closed doors, was part of the Governor's routine engagements with the Service Chiefs to consolidate the peace and stability being restored across the state. The governor gave the assurance when he received the pioneer Chief Executive Officer of the Tax Ombuds of Nigeria, Dr John Nwabueze, who led his management team on a courtesy visit to the Government House in Maiduguri. "I am pleased to welcome you to Maiduguri, and I want to assure you that the government of Borno State, under my leadership, will provide the needed political will and commitment to supporting your office, with a view to establishing the regional office in Maiduguri," Zulum said. To fast-track the process, the governor directed the Tax Ombuds team to link with the Office of the Secretary to the State Government, the Commissioner for Finance, and the State Revenue Service Board to work out modalities for the office's requirements. "We shall identify what will cater for your immediate needs, while also looking into sustainable, durable solutions for the medium and long term. In the meantime, we will provide office space to you, inshallah, within the shortest possible time," he said. The governor congratulated Dr Nwabueze as the pioneer Chief Executive Officer of the Tax Ombuds of Nigeria, reiterating his willingness to work with the agency. Speaking on the mandate of the Tax Ombuds of Nigeria, Zulum said the organisation serves as an arbiter between taxpayers and tax authorities, filling a longstanding gap in the country's tax administration framework. "We have listened to the mandate of your organisation, as you have briefly mentioned — that you sit between taxpayers and the responsibility for tax collection. You are an arbiter. And I believe such an organisation did not exist in the country before. Even where similar efforts existed, they lacked the full legal backing to undertake this mandate," the governor said. The CEO of Tax Ombuds, Dr. John Nwabueze said his visit was to formally introduce himself and his office to the governor following his appointment by the President in June last year. He described the creation of the office as a pragmatic step by the President to provide relief to Nigerian taxpayers facing disputes and complaints arising from tax and revenue-related issues. "Our responsibility is to strengthen trust in the tax system by protecting taxpayers' rights, promoting fairness and transparency, and providing an independent avenue for resolving tax-related complaints. The role I have to play is to be an impartial and fair arbiter in cases involving citizens that have business with the tax and revenue authorities," Nwabueze said. Dr Nwabueze commended Governor Zulum for his efforts to restore peace, rebuild communities, and improve education and economic opportunities in the state.

Zulum opens flyover bridge, road projects, 2 schools in Maiduguri Borno State Governor Babagana Umara Zulum has commissioned a flyover bridge, the 2.5 km Budum Junction via Kasuwan Shanu to NIETAL shoe factory express road project with a 5 km drainage network and two mega schools in Maiduguri, the state capital. The commissioning ceremony, held on Sunday, witnessed the symbolic cutting of the tape by the governor of Nasarawa State, Engr. Abdullahi Sule, who was the special guest of honour. The newly inaugurated Post Office 9 span Flyover is part of the Zulum administration’s urban renewal drive. It is the fourth flyover bridge the governor has constructed. This is in addition to several kilometres of road networks executed across the state to ease traffic congestion and boost economic activity. Speaking at the event, Governor Sule praised his Borno counterpart for his visionary leadership and commitment to infrastructure development despite the security challenges the state faces.  He noted that the projects would significantly improve the quality of life for residents. He said, “A speech was prepared for me; I wish there were no prepared speech. Because what I have seen in Borno today is worth me actually standing here and talking for two hours, commending my dear brother for the wonderful job you are doing in the area of education and infrastructure. “The project we just commissioned some moments ago is a purposeful leadership and determination of the Borno State Government to provide infrastructure to meet the needs of the people.” “I commend you, Your Excellency, for demonstrating that even in the face of enormous challenges, government must continue to invest in its people, particularly in the education of our children, and I commend you for this wonderful job that you are doing.” In his remarks, Governor Zulum reiterated his administration’s dedication to bridging the infrastructure gap in Borno.  He explained that the road projects and flyover were designed not only to beautify the city but to facilitate the smooth movement of goods and ease economic activities. Beyond infrastructure, the governor highlighted his administration’s heavy investment in the education sector. He said over 120 mega schools have been constructed across the state to improve access to quality education for Borno children.  “Today, we have formally commissioned four important projects, namely: the Larawaram Community Senior Secondary School; the Shehu Sanda Kyarimi I Primary and Junior Secondary School; the Post Office 9-Span Flyover; and the dualized 2.5-kilometre road, together with 5 kilometres of drainage, from Budum Tandari Junction to Kasuwan Shanu. “These projects must be viewed within the broader context of the challenges our State has faced and the progress we have made in overcoming them. The insurgency destroyed more than 5,000 school structures, while at its peak, an estimated 2.2 million children were out of school, with fewer than 500,000 enrolled. Many teachers and school administrators also lost their lives in the course of duty. “We have also placed considerable emphasis on Technical and Vocational Education and Training (TVET), particularly in response to the disruption of learning, livelihoods and employment opportunities caused by the insurgency. “This administration has established 5 Vocational Enterprise Institutes, reactivated 11 Vocational Training Centres, and established 3 Second Chance Skills Entrepreneurship Schools for women and girls. “The journey of rebuilding Borno continues, and our commitment remains unwavering: to ensure that every child has access to quality education and the opportunity to build a productive and dignified future," Zulum said

Zulum Meets Heads of Tertiary Institutions, Pledges to Transform the Institutions Borno State Governor, Professor Babagana Umara Zulum, has reaffirmed his administration's commitment to sustained investment in education, saying it remains central to securing a better future for the younger generation and positioning Borno as a hub for intellectuals and skilled professionals. The Governor made this known on Wednesday while hosting the Forum of Heads of Tertiary Institutions at the Council Chambers, Government House, Maiduguri. Zulum promised to review the salaries of staff at Ramat Polytechnic and the state's Colleges of Education, provide funding for the accreditation of academic programmes, recruit academic staff based on institutional demand, and construct, expand, and rehabilitate physical infrastructure of some institutions alongside other forms of institutional support. "Education is the bedrock for any meaningful development, and therefore investment in education will never be in vain," Zulum said. "I invited the heads of tertiary institutions to discuss one fundamental issue: the payment of salary arrears and the implementation of promotions and benefits for staff of tertiary institutions in the state. I want to pay, but I want you to review it very well and get back to me within the next one to two weeks," he added. The Governor said his priority is to transform two institutions, Abba Ashigar College of Business and Management Studies, Konduga, and the College of Legal and Islamic Studies to restore them to their rightful place in society. He directed the Provost of the College of Business and Management Studies, Konduga, which was established to provide skilled middle-level manpower for Ministries, Departments and Agencies (MDAs) across the state, to reintroduce courses such as Office Technology and Auditing to enhance the capacity of local government staff. Zulum further pledged to rehabilitate the staff quarters at Ramat Polytechnic and remodel the students' hostel at the College of Nursing, Maiduguri, to accommodate more students. Speaking on behalf of the Forum, the Vice Chancellor of Kashim Ibrahim University, Professor Babagana Gutti, commended the Governor for the unprecedented progress recorded in the education sector, particularly at the primary and secondary levels, as well as the establishment of new federal and state tertiary institutions. He, however, appealed for additional funding to run the institutions, a review of staff salaries, recruitment of more academic and non-academic staff, construction of staff quarters at institutions that lack them, rehabilitation of existing staff quarters, and the provision of buses to ease students' transportation costs. The meeting was attended by the Secretary to the State Government, the Acting Head of Service, the Acting Chief of Staff, Commissioners, Special Advisers, Heads of Agencies, Permanent Secretaries, and other government officials.

Zulum Promises Swift Reforms of Mohammed Goni College Borno State Governor, Professor Babagana Umara Zulum, has promised to reform and upgrade facilities at the Mohammed Goni College of Legal and Islamic Studies and its Higher Islamic College in Maiduguri, to expand access to education for more residents of the state. Zulum made the pledge on Monday while receiving the report of a 10-man visitation panel set up to review the college's activities, at the Government House, Maiduguri. The Governor commended the visitation committee for its thoroughness, noting that the panel carried out its assignment "without fear or favour." He assured that the recommendations contained in the report would be implemented soon. "I want to commend the chairman, members of the committee, provost, management team, and staff of the institution, and I want to assure you that the report of this committee shall be implemented very, very, very soon," Zulum said. Governor Zulum disclosed that he had visited the college twice in recent months to assess conditions on the ground personally. He said he was moved by the resilience of students, many of whom come from underprivileged backgrounds. He noted that despite limited financial resources, lecturers were teaching to the best of their ability while students strove to keep up with academic activities. Among the concerns raised by students during his visits, the Governor said, were inadequate Water, Sanitation and Hygiene (WASH) facilities and the college's exclusion from the Nigerian Education Loan Fund (NELFund) scheme, issues he pledged to address as part of a planned rehabilitation exercise expected to begin within days. He also endorsed the panel's recommendation to constitute a Governing Council to steer the college away from decline, describing it as a good idea that would receive his support, alongside broader institutional backing for management. The Governor said improved facilities at the Higher Islamic section could draw in more students, including out-of-school women within the Maiduguri Metropolitan Council area who currently lack access to education due to poverty. "The school has the capacity to recruit not fewer than 10,000 students, even the Higher Islamic section. I think we shall do this one," Zulum said, adding that renovation of the expansive Higher Islamic wing was already under consideration, following the panel's findings. Presenting the panel's findings, the Chairman of the Visitation Panel, Alhaji Mohammed Abatcha, said the panel found that while the college's administrative and management structure remains functional, its leadership and decision-making processes require a complete overhaul. The panel also raised concerns about staff and student welfare, physical and administrative infrastructure, and the institution's compliance with directives from supervisory bodies, describing the college's financial application and resource management as weak. To address these gaps, the Chairman said the panel put forward six key recommendations, including strengthening leadership and decision-making processes to build a more effective administration. It also called for staff development and training to improve teaching and learning, as well as the adoption of comprehensive financial budgeting, accounting, and reporting systems. Zulum Clears ₦622.3m NECO Fees for 27,599 Borno Students The Borno State Government has presented a cheque of ₦622,308,300 to the National Examinations Council (NECO) office in Maiduguri, covering 2026 Senior Secondary Certificate Examination (SSCE) fees for 27,599 final-year students in public schools across the state. Commissioner for Education, Science, Technology and Innovation, Engr. Lawan Abba Wakilbe, made the presentation on behalf of Governor Babagana Umara Zulum, in continuation of a state policy in place since 2019 that subsidises 75 percent of WASSCE, SSCE and NABTEB fees for eligible students. According to the Commissioner, a total of ₦1,195,661,872.50 has been committed in 2026 alone toward WASSCE, SSCE, SISE and NABTEB fees, bringing the state's cumulative investment in external examination fees since 2019 to ₦5,987,567,125.00, benefiting 193,396 students. Wakilbe said the 2026 SSCE, held across the state's 24 Local Government Areas, proceeded largely smoothly, despite a security incident in Lassa on June 29, in which 36 learners and one teacher, including a candidate who was sitting the examination at the time were abducted. He prayed for their safe and swift return. "This gesture reflects Governor Babagana Umara Zulum's unwavering commitment to ensuring that no child in Borno State is denied the opportunity to sit for their final examinations because of financial hardship," Wakilbe said. "Since 2019, we have invested nearly ₦6 billion to keep our children in school and in the examination hall, and we will not relent until every eligible student benefits from this policy. Our thoughts remain with the affected learners and their teacher from Lassa, and we continue to pray fervently for their safe and immediate return to their families and classrooms," he added. The Commissioner commended NECO officials, local government chairmen, education secretaries, school principals, teachers, parents and security agencies for their roles in ensuring the successful conduct of the examination. He further pledged the state government's continued support toward the planned rollout of Computer-Based Test (CBT) examinations in 2027.
