Pakistan went looking for a government cloud and kept hitting the same gap.
"When I look at most digital government applications, a key part that is always missing is trust in the transaction."
Estonia had solved it with a provenance layer, so every transaction carries cryptographic proof. Dr. Sohail Munir wanted that from the ground up, alongside a cloud that enforces Pakistan's own data governance standards. Which made a distributed ledger a requirement rather than a preference.

ChatT (Pakistan's sovereign messenger app) was architected from the outset to carry hundreds of millions of users.
Matt Grogan explains how. OpenChat gave every user and every group its own canister. ChatT packs up to a million users into a single one, and runs four canisters per subnet so all four of a subnet's update threads stay busy.
It all runs in Pakistani data centers, with no dependencies on big tech.

New Partnership: UNDP x DFINITY Foundation
The UN Development Programme works in more than 170 countries. It has helped design digital public infrastructure in more than 25 of them.
DFINITY and the UNDP have signed an agreement to bring sovereign cloud and agentic AI to public services.
Over the next 12 months, DFINITY will pilot the technology in UNDP Country Offices, civil society organizations, and co-design pilots with governments.
All on Cloud Engines, with the OpenSaaS software suite built in, and the freedom to build custom apps with any AI tool, from Caffeine to Claude Code, Codex, and Perplexity.
