Valeriy is an atk scaler, and the 2pc gives 18% atk while the 4pc gives another 25% atk whenever his NA/CA/Skill/Burst hits. So basically, he gets 43% atk from the full set!
Since 43% atk is higher than the 36% atk you get from running two 2pc atk sets, the hexerei set is better
