1/9 Simchat Torah is not in the Torah, and the Talmud never mentions it. It is younger than Chanukah and Purim. The holiday grew out of a fight between two rabbinic centers over how to read the Torah, and the evidence runs from a 9th-century prayer book to a 1211 charter.

8/9 Maimonides, in Cairo, calls the one-year cycle "widespread in all Israel"; some, he adds, finish in three years. His son Abraham says Maimonides condemned the city's two sets of customs. In 1211 the Land-of-Israel congregation signed a charter vowing to change nothing.
